As government agency budgets become thin, many local councils and boards, transportation departments, and universities are looking to the private sector to deliver both the construction and finance of public buildings, infrastructure, and services through the use of public-private partnerships. P3s are relatively new in Arizona, and Warner Angle lawyers are pioneering the effort to see that P3s are a viable tool to deliver needed infrastructure and services. We are closely connected to leading P3 consultants and can guide private developers, financiers, concessionaires, and public agencies through the P3 process, including drafting RFQ/RFP documents and project manuals, concessionaire agreements, ground leases, commercial leases, and P3 agreements. We can also assist clients in negotiating with lending institutions.
